lib/adc: Log continuous updates in proto binary

- Log adc measurements in encoded proto binary format.
- Switch SPI bus baudrate hz variable to uint32.
- Use SPI peripheral managed CS pin for ADC spi transactions.
- Switch ADC SPI bus speed to 7.5mhz.
- Remove ADCTask elapsed time check to run as fast as possible.
