Better FPGA provisioning logic

This change modifies the gonk tool to provison the FPGA only if
necessary.

On boot Gonk will try to init the ADCs.
- On fail it will enter provision mode waiting for the bitstream
- On success it will continue as normal skipping the provision.

The Python tool has been modified to only provision the FPGA if
it detects a waiting for bitstream log message.
