roll: recipes_version.txt checkout: Add hardcoded equivalent remote Fuchsia has a mirror of Pigweed, but doesn't do any "equivalent remote" processing. For now, hardcode that the Fuchsia mirror of Pigweed is equivalent to upstream Pigweed. This will allow the roll-commenter (https://ci.chromium.org/ui/p/pigweed/g/roll-commenter/builders) to process the Pigweed -> Fuchsia roller.
