roll: recipes_version.txt shac: Initial commit

For now, copying shac.ensure and shac.textproto from the Fuchsia recipes
repo. shac.star is a copy but without the recipe_style_guide or
prohibited_properties checks. (Copyright lines have been updated even in
otherwise unedited copies.)

Also remove old support for 'black' in 'presubmit.sh' and at './black'.

No Gerrit integration yet.
