[roll recipes_version.txt] checkout: Ignore match_branch if not use_trigger

Ignore the match_branch option if use_trigger is False. It doesn't make
sense to not use a trigger and then to see if the triggering CL's branch
matches a manifest/superproject branch.

Also remove some places match_branch was set in prior CLs to minimize
diffs.
