[roll recipes_version.txt] submodule_roller: Explicitly initialize submodules
Explicitly initialize submodules that are either being rolled or being
evaluated (some dependencies may already be rolled, but we won't know
that until we check).
Currently, all submodules are always checked out in rollers. This change
will allow rollers to not check out submodules by default.
