pw_presubmit: Depend on the cq module

Without this dependency the cq module initialize() method isn't called,
so '$recipe_engine/cq' properties are never processed. Adding the
dependency fixes this.

Also change one use of 'api.cv' to 'api.cq' so the dependency cleaner
won't complain.
