cq_deps: Make gerrit name optional

In "Requires:" lines the gerrit name is now optional. If omitted it's
assumed to be on the same Gerrit instance as the change being processed.
For this CL "Requires: pigweed:1234" and "Requires: 1234" would mean the
same thing, since this CL is on the "pigweed" instance.
