Document the Android Profile for DICE

Move the specification of the Android Profile for DICE into this repo
where it can be referenced from AOSP. Moving the documentation here
shows the alignment between the projects. Although the profile is
primarily designed for Android features, there has been interest from
others to follow the same specification.
