However,\nPigweed\u0027s environment setup still relies on it during virtualenv creation.\nThis updates `pigweed.json` to specify `requirements` and `constraints`\nto leverage Pigweed\u0027s upstream constraint file, ensuring that the pinned\n`setuptools` version is used during `pip upgrade`. Additionally, this\nupdates `.gn` to use the correct path for `pw_build_PIP_CONSTRAINTS`.\n\nTest:\nRan `rm -rf environment` followed by `source bootstrap.sh` to verify a\nclean install works.
