roll: third_party/pigweed: pw_bluetooth: Add HCI Command OpCode definitions

Add the following HCI command definitions to the OpCode enum:
  - LE_READ_LOCAL_SUPPORTED_FEATURES
  - LE_SET_ADVERTISING_PARAMETERS
  - LE_READ_ADVERTISING_CHANNEL_TX_POWER

Test: pw presubmit --step gn_chre_googletest_nanopb_sapphire_build
