roll: third_party/pigweed pw_build_info: Change kGitCommit to InlineBasicString kGitCommit being an InlineBasicString: * Gives it a definite size, usable with std::size(). * Allows c_str() to be used directly without requiring a copy. Test: `bazelisk run //pw_build_info:git_build_info_test` displays the correct git hash.
