roll: third_party/pigweed Revert "pw_build: Use --output_base for build_dir" This reverts commit be9140e6534c11afa048e0200f33ae2a594222b9. Reason for revert: b/407613624. This causes Bazel to create artifacts in the build directory without write permissions, blocking cleaning.
