  "message": "[roll third_party/pigweed] pw_transfer: Fix integration test START packet issue\n\nThe proxy in pw_transfer\u0027s integration tests were receiving multiple\nSTART packets, resulting in incorrect behavior in tests. This occurred\ndue to an assumption that all RPC packets contained transfer chunks and\nattempting to decode them.
