[roll third_party/pigweed] pw_fuzzer: Add test metadata

This CL updates `pw_fuzzer` to use `pw_test_info` to generate test
metadata. This allows building all fuzzers from `pw_module_tests` and
then locating them and determining their associated fuzzing engine from
the JSON metadata file.

It also adds a `pw_fuzz_test` template. This automates the addition of
the fuzztest dep, and adds a "fuzztest" tag to those unit tests.
