[roll third_party/pigweed] pw_bluetooth: Add missing test dependency

The hci_test.emb file includes the hci_common.emb file, but that
dependency was not being reflected in the build rules. Note that
these rules are not yet in use.

Test: Builds successfully in both Pigweed and Fuchsia.
