[roll third_party/pigweed] docs: Add doxygengroup to the style guide

- Describe how to use doxygengroup properly.
- Update doxygenfile to describe how to work around namespace issue.
- Recommend doxygengroup and doxygenfile over other directives.
- Remove second link to all Breathe directives.
