[roll third_party/pigweed] pw_tokenizer: Separate API reference and how-to guide content

api.rst currently looks like a blend between a how-to guide and an
API reference. This change organizes api.rst to follow typical API
reference organization conventions, and moves how-to guide content
out of api.rst and into guides.rst.
