[roll third_party/pigweed] pw_allocator: Add WithMetrics interface

This CL adds a `WithMetrics` pure virtual base class that can be
implemented by classes like `AllocatorMetricProxy` and
`FallbackAllocator` that provide metrics.

It refactors `AllocatorMerticProxyForTest` and
`AllocatorForTestWithBuffer` into a single `AllocatorForTest` class, and
updates unit tests that used those.
