[roll third_party/pigweed] pw_rpc_transport: Add more Soong rules

Add Soong build rules for local_rpc_egress and egress_ingress. Since
egress_ingress depends on pw_rpc, this rule is defined using cc_defaults
so that the module configuration cflags can be changed depending on the
desired usage.

Tested: In Android, pulled change into `external/pigweed`, built project
 depending on this library, and built all of Android with `m`. Built
 with and without the `PW_RPC_USE_GLOBAL_MUTEX` cflag and observed
 appropriate changes when disassembling the resulting binaries.
