[roll third_party/pigweed] pw_bluetooth: Hardcore StartA2dpOffload codec information bit index

Using $next in if branches creates consecutive codec_information fields
Need to hardcore so that the codec_information fields overlap

Test: pw presubmit --step gn_emboss_build
