[roll third_party/pigweed] pw_transfer: Limit test to sending a single chunk

Updates the ManualCancel_Duplicate test to only request a single chunk
from the client, preventing flakes due to unexpected data and TSAN
issues from concurrent writes. This fix was previously applied to
similar tests.
