[roll third_party/pigweed] pw_bluetooth: Update comments in HCI command defs

Update HCI command definitions (from 7.4 "Informational
Parameters") to include:
- A core spec section reference
- The HCI command name itself (e.g.,
  "HCI_Read_Local_Version_Information")
- Some commands we haven't implemented (as TODOs)

Test: No pigweed regressions, all Sapphire bt-host tests pass.
