[roll third_party/pigweed] pw_console: LogContainer, rendering and scrolling

New LogContainer class which:
- Holds log lines for the parent LogPane
- Tracks the currently selected line
- Handles scrolling
- Renders the number of log lines that will fit in the LogPane window
