[roll third_party/pigweed] pw_env_setup: Split Python constraints per OS

- Add platform name to constaint_hashes.list and
  upstream_requirements_*.txt
- Generate for Linux only at this stage.
- Update python_checks.py to add _darwin _linux or _windows to the
  filename suffix.
- Trigger presubmits only on Python package files.
- Cleanup pw_env_setup/py/setup.cfg package_data
