pw_env_setup: Pin Python Proto Packages This pins proto related packages in each setup.cfg to prevent unexpected upgrades from being applied. Also pin googleapis-common-protos==1.56.2 to stay in sync with 'protobuf==3.20.1' Remove protobuf requirement from pw_cpu_exception_cortex_m. No protobuf package imports are used.
