pw_protobuf: Correct MaxScratchBufferSize type

It is unusual for a free function in a header to be marked static,
because it tells the compiler to generate a separate function in each
translation unit that includes it
(https://stackoverflow.com/a/22103109). It makes more sense to mark it
for inlining.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
