pw_polyfill: Make the std::span polyfill optional

- Introduce the pw_span_ENABLE_STD_SPAN_POLYFILL option to the GN build
  to support enabling or disabling the <span> polyfill. This defaults to
  true, but will default to false eventually.
- Rename pw_span/internal/span.h to pw_span/internal/span_polyfill.h to
  distinguish it from pw_span/span.h.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
