pw_rpc: Ensure locks are held during Call::Call Thread safety analysis doesn't check constructors or destructors. This CL introduces `Locked...` arguments to constructors to ensure that they are called under the proper conditions. The CL fixes a number of callsites which were previously not acquiring the lock, and rearranges a number of callsites in order to prevent deadlocks.
