roll: pigweed third_party/freertos: Remove IfChange / ThenChange(//bazelrc)

Commit 54679d205e4888302ab24882e6fb64bf8ba964c6 removed all of the
*_backend build flags from .bazelrc as part of the transition to
platform-based flags, so this is obsolete.
