[roll third_party/pigweed] pw_web: Implement split log views with resize

- Implement split view functionality using Shoelace's Split Panel
component to enable side-by-side log viewing with resizable components
- Replace LocalStorageState with a more streamlined state structure and
service for persisting log viewer state across sessions
- Reduce excessive `columnData` updates to improve component performance
- Fix layout shift occurring whenever a new table is created
- Minor styling updates
- Upgrade `lit` and `vite` package versions
