roll: pigweed pw_assert_tokenized: Consistently use PW_HANDLE_LOG

Updates pw_assert_tokenized to consistently use PW_HANDLE_LOG which
bypasses PW_LOG_ENABLE_IF which should not be relevant for asserts.
