blinky: Simplify test time advancement

AdvanceUntilNextExpiration() rather than AdvanceTime(some_interval)
avoids the need to fruitlessly loop over time periods during which
nothing happens. This also avoids the need to specify an arbitrary
interval with which to advance time.
