roll: pigweed pw_presubmit: Support query in build.bazel
Make some changes to the build.bazel function which allow using 'query'
as cmd (in addition to the already-supported 'build' and 'test'):
* Don't specify --symlink_prefix for query calls (query doesn't support
this command line argument and errors out if it's provided).
* Never specify the --verbose_failures and --worker_verbose flags. These
flags, too, are not supported by query. We already specify
--verbose_failures in .bazelrc, which is where it belongs. We removed
--worker_verbose from .bazelrc some time ago because it's obscure and
the information it produces is not of interest to most users.
