roll: pigweed pw_bluetooth_sapphire: Upload bt-hci-virtual CIPD

This uploads the `bt-hci-virtual` Fuchsia package to CIPD.

A couple short-term workarounds around licenses and fuchsia_test_package
usage will be cleaned up afterwards.
