pw_toolchain: Expose all_tools alias in host_clang

Downstream modules configuring custom cc_toolchain targets that reuse
Pigweed's host_clang flags cannot reference @llvm_toolchain//:all_tools
directly because @llvm_toolchain is internal to @pigweed. Expose
//pw_toolchain/host_clang:all_tools alongside the other toolchain
aliases so downstream toolchains can reference the complete tool map.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
