pw_rpc2: Add method metadata and update payload serialization

- Add MethodType and MethodInfoTag to describe RPC methods for generated
  code.
- Move serialize.h and pwpb_serialize.h to pw::rpc2::internal.
- Update pwpb_serialize to statically check that a message struct
  matches its message table and move sizing/encoding helpers out-of-line
  into pwpb_serialize.cc.
- Remove unused DeserializeInto and Deserialize(ConstBuf&&) helpers from
  serialize.h and pwpb_serialize.h.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
