pw_build: Define kernel_device_mac workflow group Define kernel_device_mac workflow group in workflows.json containing the QEMU RISC-V target (k_qemu_virt_riscv32) and ARM target (k_qemu_mps2_an505) to spot-check QEMU execution and architecture builds (including userspace) on macOS ARM builders without running the full 13-target matrix. The full device matrix continues to run on Linux (pigweed-linux-bazel-kernel-qemu), while Mac builders will run kernel_device_mac in ~3.5 minutes (down from 32.5 minutes).
