roll: pigweed pw_unit_test: Restore lost docs for PW_CONSTEXPR_TEST
The docs section for PW_CONSTEXPR_TEST was imported from an @file
comment with Breathe. This content was accidentally removed from the
docs during the transition away from Breathe.
Restore the PW_CONSTEXPR_TEST docs by moving the @file content to
docs.rst.
