roll: pigweed, pw_toolchain: pw_bluetooth_sapphire: Disable -Wshadow-all

This module has many benign violations of -Wshadow-all. Disable
-Wshadow-all, which will be added to pw_build's internal_strict_warnings
in a subsequent CL.
