[roll pigweed] pw_toolchain: Always set pw_toolchain_CLANG_PREFIX

Sets pw_toolchain_CLANG_PREFIX to directly point to the clang/gcc
compilers pulled down by CIPD rather than assuming the correct binaries
are on the system PATH.
