[roll pigweed] pw_toolchain: Fix OSS Fuzz libc++ not found

Excludes OSS Fuzz from using the CIPD-provided sysroot since OSS Fuzz
relies on libc++ (which is not included in the CIPD sysroot) rather than
libstdc++.
