Switch to using variadic parameters rather then a int input.


This allows chromium code to not use NOLINT (see crbug/1044592). This
seems to have no performance overhead: https://godbolt.org/z/v2KL8t.

This makes the change on the android side that
https://chromium-review.googlesource.com/c/chromium/src/+/2055889 makes
on the chromium side.
