Add install-build-deps check at build time

This forces ninja to check that install-build-deps is
current.
Also this changes the default behaviour of install-build-deps
to be "no-android", and flips the switch to be --android
(i.e. opt-in instead of opt-out)

Perfetto - Performance instrumentation and tracing

Perfetto is an open-source project for performance instrumentation and tracing of Linux/Android/Chrome platforms and user-space apps.
