[Gradle] Move ':compiler:cli-common' to fix classpath ordering error

It seems on Windows machines KGP classes come first in the compilation
classpath leading to deprecation errors for compiler symbols. By this
change I am trying to workaround it by moving ':compiler:cli-common' to
be upper in the dependencies list.
