Add AST10x0 OTP peripheral driver Port the OtpController inherent hardware logic from aspeed-rust into the ast10x0_peripherals crate as the otp module. Uses a local Logger trait and DummyDelay; external trait impls are dropped. Data-region scratch is a local buffer (no static mut) and otp_lock_mem verifies the lock latched, returning LockFailed otherwise.

You can run tasks using the Pigweed workflow launcher pw or bazel.
