orchestrator: Fail closed inline instead of stubbing unimplemented executors Effects whose board capability is not composed yet no longer get a concrete method returning NotImplemented; they fail closed in a single grouped match arm in execute. The match stays exhaustive, so a new Effect variant still refuses to compile until it is routed. Each group gains a real executor when its capability joins BoardCapabilities, the way BootControl did. DriverError::NotImplemented is gone with the stubs.
