[ci] Fix nightly regression failures in caliptra and veer The GitHub nightly workflow was failing due to issues with //third_party annd //target/veer targets: 1. Embedded caliptra embedded targets are not compatible with the host tag wildcard. Update embedded targets to skip host build. 2. measure_syscall_latency_emulator_test and ipc_runner_emulator_test collided on caliptra_runner.py's hardcoded --i3c-port=65534. Add the `exclusive` tag to ipc_runner_emulator_test. 3. measure_syscall_latency_emulator_test triggers a pw_kernel terminal exception in kernel mode (mcause=1, epc=0) on process exit. No additional tools are required - all dependencies are managed by bazel.
