[HAL][SMARTCARD] Fix various bugs identified in SMARTCARD driver - Optimize stack usage for multiple APIs. - Remove FifoMode use in SMARTCARD_SetConfig() - Improve header description of SMARTCARD_WaitOnFlagUntilTimeout() function - Fix wrong cast when computing the USARTDIV value in SMARTCARD_SetConfig()

This stm32l5xx_hal_driver MCU component repo is one element of the STM32CubeL5 MCU embedded software package, providing the HAL-LL Drivers part.
