  "message": "Tighten absl::BitGenRef binding rules and simplify its implementation.\n\n* Reject binding to const generators. Generating a variate mutates the\n  generator, but BitGenRef previously accepted `const URBG\u0026` and later\n  invoked the non-const `operator()` through a cast, which is undefined\n  behavior for generators defined const. Such constructions now resolve to\n  a deleted constructor.\n* Detect `operator BitGenRef()` on an lvalue rather than an rvalue.
